Administrative Measures of Fujian Agriculture and Forestry University for the Admission and Training of International Students



 These measures are hereby formulated to further regulate the admission and cultivation of international students, improve the level of learning for international students and ensure the quality of training of international students in the University, in accordance with the guidelines including the Administrative Measures for the Admission and Training of International Students in Colleges (MOE Decree No. 42), the Quality Standards for Higher Education of International Students in China (trial) (MOEIS [2018] No.50), and the Regulations on Student Management of Fujian Agriculture and Forestry University (FAFU [2017] No. 15).



Chapter IAdmission

Article 1The University is a higher education institution approved by the Ministry of Education with the qualification of recruiting international students to China. The University, with non-classified disciplines and majors that have the teaching conditions and cultivation capacity for international students, is entitled to apply for the recruitment and cultivation of international students.

Article 2Unless otherwise stipulated by the country, the University has a separate quota for the admission of international students to China. The International College, together with the Graduate School, the Office of Education Administration and the Office of International Cooperation and Exchange, draw up the annual admission plan, the admission prospectus and the preliminary plan of quota allocation for international students in China according to the University’s overall scale development plan, and submit them to the University for approval before implementation.

Article 3The international students are categorized as degree-purpose students (undergraduates, master’s degree candidates and doctoral candidates) and non-degree purpose students (pre-University program students and further training students). The University formulates and publishes the admission regulations for international students and admits them in strict accordance with the criteria and procedures stipulated in the regulations.

Article 4Eligibility to apply to study in China

(I).The applicant must not be a Chinese citizen. According to the Quality Standards for Higher Education of International Students in China (trial) (MOEIS [2018] No.50), Chinese nationals who apply to study in China as international students at the undergraduate level after emigrating to a foreign country must have held a valid foreign passport or nationality document for at least four years (inclusive) and have a record of actual residence abroad for at least two years within the last four years (up to April 30 of the year of admission) ( Actual residence abroad for nine months in a year can be counted as one year, based on entry and exit stamps).

(II).The applicant must be in good health and meet the requirements of the Entry and Exit Administration Law of the People's Republic of China and the medical examination requirements stipulated by the country and the University for admission. Applicants with severe mental disorders, infectious tuberculosis or other infectious diseases that may pose a significant risk to public health will not be admitted.

(III).Academic qualifications and age requirements: International students who apply for a bachelor’s degree are required to bear with a high school diploma or above and, in principle, younger than 25 years. To apply for a master’s degree, international students are required to bear with a bachelor’s degree and younger than 35 years. International students who apply for a doctoral degree must have a master’s degree and, in principle, younger than 40 years. International students who apply for the training course must bear with at least a bachelor’s degree or be at least in their second year of University, and younger than 45 years in principal. International students for further study must have a master’s degree or higher or be at least in the first year of a master’s degree programme and, in principle, younger than 50 years. International students who apply for the study of the Chinese language or other special skills must have a high school diploma or above and, in principle, younger than 50 years.

(IV).Language proficiency requirement: International students from non-English speaking countries are required to provide proof of English language proficiency if they apply for degree-purpose studies in English-taught majors; if they apply for degree-purpose studies in Chinese-taught majors, their Chinese language proficiency is required to reach HSK 5 or above, and if they fail to reach the required Chinese language proficiency, they may be required to take one year of remedial Chinese language training as appropriate. There is no mandatory requirement for language proficiency for non-degree purpose students, but the language ability of international students must be able to adapt to the requirements of program studies.

Article 5The training colleges organize examinations or assessments for international students applying for admission to China and, according to the characteristics of their disciplines, set their own entry thresholds for admission not lower than the University’s admission standards for international students. The contents of the examination or assessment include academic ability, language proficiency and attitude towards China. The examination or assessment can be either conducted through a written test or an online or telephone interview.

Article 6Where the training college agrees to admit students, the shortlist of applicants will be reviewed and approved by the joint meeting of the CPC college committee and the training college, and the proposed admission list will be stamped with the official seal of the college and signed by the leader in charge and submitted to the International College. In the case of degree-purpose students, the list will be compiled by the International College and submitted by the Office of International Cooperation and Exchange to the University’s Foreign Affairs Leading Group for approval, and reported to the Graduate School (for postgraduates) or the Office of Education Administration (for undergraduates) for the record. In the case of non-degree purpose students, the application will be submitted directly by the International College to the competent leader of the University for approval.

Article 7The training colleges are required to constitute an internal coordination mechanism in organization of the use of the enrollment quota and scholarship quota for international students, and the total number of international students admitted to various categories must not exceed the quota allocated by the University. For unfulfilled enrolment targets, the International College may transfer the unfulfilled enrollment quota among the training colleges.

Article 8The International College submits the final admission list and categories to the Education Department of Fujian Province, the Provincial Foreign Affairs Office and the China Scholarship Council (CSC), respectively, and is responsible for mailing the Visa Application Form for Study in China (Table JW202 or JW201) and the Letter of Acceptance of Fujian Agriculture and Forestry University to the accepted candidates.



Chapter IIAdmission and Registration

Article 9The new students are required to go to the International College for enrollment procedures with their valid passports, the Letter of Acceptance and the Visa Application Form for Study in China during the period specified by the University. In the event of failure to report to the University as scheduled due to special reasons, international students are required to ask for leave in advance, which is not allowed to be longer than 14 days and, in principle, not beyond the deadline specified in the Visa Application Form for Study in China. Anyone who fails to report to the University without asking for leave or after the expiry of the leave is deemed to have abandoned his/her enrollment status, except for justifiable reasons such as force majeure.

Article 10The new students who meet the admission requirements and indeed have special reasons for not being able to report to the University on time are entitled to apply to the International College to reserve their admission status. They, upon the approval of the University, are allowed to retain their enrollment status for one year. Those who have been approved by the University to retain their admission qualifications do not have student status.

Article 11Those who reserve their admission are required to take the initiative to apply in writing to the school for enrollment three months before the expiry of the reservation period. Those who reserve their admission due to physical and mental health conditions must also provide a certificate of hospital rehabilitation. Students are required to go to the hospital designated by the University for re-examination after arrival, and only after passing the medical examination can they go through the enrollment procedures. In case the students fail to pass the medical review or fail to complete the enrollment procedures after the review, their admission will be revoked.

Article 12The International College reviews the admission qualifications, academic certificates, language proficiency and health conditions of international students within one month after the new students have enrolled at the college, and those who pass the review will be registered as students and allowed to go through residence procedures. Students who submit their certificates of attendance at the time of application must submit original academic certificates or notarised documents.

Article 13In any of the following cases, the University will revoke the registration of student status:

(I).Where the student practices fraud by providing false academic certificate(s), language proficiency certificate(s), medical report(s), certificate(s) of no criminal conviction, admission letter(s) and other documents;

(II).Where the student knowingly conceals his/her true state of health in the full knowledge of the requirements of the medical examination of the relevant majors at the University.

(III).Where the student obtains admission through improper means; or

(IV).Where the student has any other conducts and behaviors in violation of national and the University’s regulations on the admission of international students to China.

Article 14International students who fail in the review of their enrollment and have their student status cancelled are required to leave China within a certain period of time.

Article 15Where the international student is found unfit for study due to physical and mental health reasons during the review of medical examination, he/she is advised to withdraw from the University or go through the procedures of retaining his/her enrollment status and is required to return to his/her home country for treatment and recovery. The student himself/herself bears international round-trip travel expenses and medical expenses.

Article 16Every semester, within 14 days in advance of the deadline of student registration specified by the University, international students are required to register at the International College with their student cards and payment vouchers (full scholarship students are exempted) in order to be eligible to study for the semester. In the event of failure to register on time, he/she is required to ask for a leave from the International College in advance.



Chapter III Attendance and Leave of Absence

Article 17Students must attend classroom learning and the activities specified in the education programs on time. Students who are unable to attend on time are required to ask and obtain approval from the teacher and the administrator in advance. If it fails with the responsibility lying with the absentee, the teacher and the administrator will educate him/her by criticism and, in serious cases, disciplinary action will be taken.

Article 18International students who take a leave for less than three days and have no intention to leave Fuzhou are subject to the review and approval of the academic supervisor (for postgraduate students) or the counsellor (for undergraduate students) of the training college. Where students ask for a leave for more than three days or leave Fuzhou arising from learning and research business, their request will be reviewed and approved by the academic supervisor (for postgraduate students) or the counsellor (for undergraduate students) of the training college before submitting to the International College for filing. In the event of leave for more than three days or for leaving Fuzhou, their request will be reviewed and approved by the academic supervisor (for postgraduate students) or the counsellor (for undergraduate students) of the training college before submitting to the International College for approval.

Article 19International students are required to report back in time after returning to the University in case that the leave expires. In the event of exceptional circumstances, international students need to extend their leave, they may apply for an extension of the leave by fax or email and, within three days after returning to the University, provide the corresponding proof and complete the relevant procedures.

Article 20The days of sick leave for international students in China must not outnumber 60 days per semester, and the days of personal leave must not outnumber 30 days per semester. Those who have exceeded the maximum time limit for leave are required to go through the suspension procedures, except those who have been approved to go off campus to engage in study and scientific research activities.



Chapter IV Training Programmes and Documentation of Achievements

Article 21The curriculum for undergraduate students studying in China is subject to the provisions of the training plan formulated by the University for undergraduates, and undergraduates studying in China may apply to the training college for exemption from taking the following courses:

(I).Political theory course, military theory course and military training, except for those stipulated by the country;

(II).Undergraduates whose Chinese language proficiency have reached HSK 5 are entitled to apply for exemption from taking courses related to Chinese as a foreign language;

(III).International students from English-speaking countries or international students from non-English-speaking countries with an IELTS score of 6 or a TOEFL score of 60 or above are entitled to be exempted from taking English courses as per the relevant regulations on mutual recognition of public course credits of the University; and

(IV).All courses approved for exemption are marked as “exempted”, and the corresponding credits will be obtained.

Article 22The postgraduate programmes of international students in China are formulated by each training college, and the main training links and requirements such as the formulation of individual cultivation plan, academic activities, practical education, literature review and thesis proposal, comprehensive evaluation and mid-term examination of disciplines, the mid-term examination of dissertation or thesis, evaluation and defense of dissertation or thesis and other specific requirements are subject to the relevant regulations of the University for domestic postgraduates. International students in China for postgraduate programmes may apply to the International College for exemption from the following courses:

(I).Political theory course, military theory course and military training, except for those stipulated by the country;

(II).International students of master’s or doctoral degree who have taken courses of the same name in the University before enrollment are entitled to apply for exemption from the courses if their teaching contents, study hours, examination requirements and grading standards are the same as the requirements of the current postgraduate courses at the University, and they have passed the examinations. No more than three courses are allowed for exemption, and courses with strong practical and experimental nature cannot be applied for exemption; and

(III).International students of master’s or doctoral degree whose Chinese language proficiency have reached HSK 3 or above are entitled to apply for exemption from courses related to Chinese as a foreign language. Upon approval, the grade of Chinese as a foreign language is recorded as 70 points. They may also apply for exemption from the course but take the course examination, and if the paper score of the examination is higher than 70 points, it will be recorded according to the paper score. Other courses are recorded according to their previous grades.

Article 23The evaluation system of compulsory and elective courses for international students differs. The examination grade of the courses is calculated on a percentage basis, with 60 being qualified for undergraduate courses; 70 being qualified for postgraduate degree courses and retaking courses, and 60 being qualified for other courses and training programmes. The course grade is a combination of the usual performance and the final examination grade, and the teacher makes the assessment plan according to the characteristics of each course. Both Chinese and international students in the same course are subject to the same examination and assessment method.

Article 24If the total number of hours missed in a course reaches at least one-third of the total hours of the course, his/her qualification for the examination of the course becomes invalid.

Article 25International students must strictly abide by the examination rules and regulations. Anyone with conducts or behaviors in violation of examination discipline or cheating on exams is subject to disciplinary action in accordance with the relevant regulations of the University. For absenteeism, violation of test regulations or cheating on exams, his/her grade is recorded as zero, and no make-up examination is given, and he/she is required to retake the course.

Article 26Unless otherwise specified by the University, the deferment of examinations, make-up examinations and retakes of international students are subject to the general stipulations of the University.



Chapter V Academic Changes

Article 27International students in China for undergraduate programmes are not allowed to change their majors. In the event that they need to change their majors for special reasons, they are required to submit their applications no later than the end of the first academic year and, in principle, they are not allowed to change their majors across disciplines and degree categories, except for those who only change their majors but not their tutors. International students are allowed to only apply for a change of major once during their studies.

Article 28Only after their original supervisors, the receiving supervisors and the training faculty have agreed on their application, and they have passed the language proficiency and academic ability assessment of the transferred majors, and got approval of the International College can international students in China for postgraduate programmes to change their majors or supervisors. In the case of Chinese Government Scholarship students, the application must also be submitted to the China Scholarship Council (CSC) for approval.

Article 29After changing majors, international students are required to study the courses according to the requirements of the training programmes of their disciplines, and the credits already obtained for courses with the same teaching requirements are still valid. The courses not taken must be taken. Students themselves bear the consequences of prolonging their study time due to their application for changing majors or changing supervisors.

Article 30For undergraduates with Chinese as the language of instruction, no application is permitted to change Chinese to English. Postgraduates or advanced students admitted with English as the language of instruction may apply for change to Chinese, provided that they pass the examination and their Chinese language proficiency meets relevant learning requirements of the major. Postgraduates or advanced students admitted with Chinese as the language of instruction may apply for change to English, provided that they pass the examination and their English language proficiency meets relevant learning requirements of the major.

Article 31International students in China should generally complete their studies at this University. Those who are unable to study at this University due to illness, special difficulties or special needs, or fail to meet the learning requirements of this University can apply for transfer to another University. However, the transfer is not permitted in the case of the following situations:

(I).Enrolled less than 1 semester or 1 year before graduation;

(II).Transfer from lower education level to higher education level;

(III).Funded by the Chinese Government Scholarship Independent Enrollment Program, Fujian Provincial Government Scholarship Program for International Students in China, Fujian Agriculture and Forestry University Scholarship Program for International Students in China;

(IV).Transfer without justified causes.

Article 32International students in China should be suspended from schooling in the case of the following situations:

(I).Class suspension for treatment and recovery is required for more than 60 days due to physical and mental issues diagnosed by designated hospitals;

(II).Suspension of schooling or temporary absence from school for more than 30 days is deemed necessary due to special reasons and difficulties.

Article 33With the consent of the tutor and the leader of the corresponding college to the suspension application proposed by the applicant, the postgraduates should submit the application to the International College for approval and to the Graduate School for filing; and the undergraduates should submit the application to the Office of Educational Administration for approval and to the International College for filing.

Article 34The suspension period for international postgraduates in China is six months or 1 year, depending on the actual condition. While such figure is 1 year at most generally for international undergraduates in China. To extend the suspension, the relevant students should go through relevant formalities as required with relevant certificates. At most 2 suspensions are acceptable cumulatively.

Article 35With approval of the suspension, the international student in China whose school register is retained by the University, will no longer be treated as a student of the University. The international student suspended from schooling due to illness should generally return to their home country for recuperation, and the round-trip travel expenses and medical expenses during the recuperation period should be borne by themselves. The scholarship will be suspended during the suspension period.

Article 36The international students should apply for resumption in person 3 months before the semester upon expiry of the suspension period, and those suspended from schooling due to illness should also submit the diagnosis proof and resumption suggestions issued by the hospital. With the approval of the tutor and the leader of the corresponding college, the postgraduates should submit the application to the International College for approval and to the Graduate School for filing; and the undergraduates should submit the application to the Office of Educational Administration for approval and to the International College for filing.

Article 37International students in China may be expelled from the University in the following situations:

(I).Postgraduates fail more than 3 degree course examinations or fail the mid-term examination;

(II).Academic performance of the undergraduate fails to meet the requirements of the University;

(III).No resumption application is submitted within 14 days upon expiry of the suspension or school register retention period, or the review results of resumption application are not satisfactory;

(IV).International students cannot continue study in the University due to illness or accidental injuries/disabilities, as diagnosed by the hospital designated by the University;

(V).Absence from teaching and scientific research activities of the University for 14 consecutive days without asking for leave;

(VI).Failure to register within the specified time limit or failure to go through formalities on postponed registration;

(VII).Failure to complete studies within the maximum length of study set by the University;

(VIII).Violation of Chinese laws and regulations, causing adverse consequences and seriously affecting the reputation of the University;

(IX).Accept drop-out advice of the University;

(X).Voluntary application for drop-out.

Article 38For drop-out or deprivation of international students in China as registered students, the corresponding college should put forward the proposed handling opinions with the International College. For undergraduates, such opinions should be submitted to the Office of Educational Administration for approval and then to the International College for filing; for postgraduates, such opinions should be submitted to the International College for approval and then to the Graduate School for filing.

Article 39For voluntary application for drop-out, the international student should submit the written application (medical diagnosis proof should be attached for students dropping out due to illness) in person to the corresponding college for approval. The remaining procedures are subject to Article 38.

Article 40The document involving decisions on drop-out or deregistration should be delivered to the applicant by the corresponding college. Where contact with the applicant is impossible, such document should be deemed to have been delivered after the International College has announced it on the college website for one week.

Article 41Where international students in China have any objection to the drop-out or deregistration, they may appeal in accordance with the relevant appeal regulations of the University.

Chapter VI Graduation and Course-Completion

Article 42Under the flexible period of schooling, international students in China may complete their studies in stages in the University. Unless otherwise specified, they should complete their studies within the maximum study period (including suspension and retention of school register) set by the University. The maximum study period is not more than 6 years for four-year undergraduate courses or not more than 7 years forfive-year undergraduate courses. The length of schooling is 3 years generally and 5 years at most for master degree candidates, and 4 years generally and 7 years at most for doctoral candidates.

Article 43International students who have completed the required content of the education and teaching program within the prescribed length of study, and with qualified performance satisfactory to the graduation requirements will be allowed to graduate, and granted a graduation certificate before leaving the University.Except for special regulations, the degree awarding of international students in China shall be subject to unified regulations of the University.

Article 44International students in China with Chinese as the language of instruction should reach HSK5 level during graduation. For international students in China with foreign languages as the language of instruction, undergraduates should reach HSK4 level at least, while master degree candidates and doctoral candidates should reach HSK3 level at least.

Article 45International postgraduates in China who have completed the required content of the education and teaching program ahead of schedule, with excellent performance and outstanding scientific research results, can graduate ahead of schedule in accordance with the relevant regulations of the University upon in-person application, recommendation by tutors, and approvals of the corresponding college and the Graduate School.

Article 46International students in China who have completed the required content of the education and teaching program within the prescribed length of study while fail to meet the graduation requirements will be allowed to wind up their studies and granted a course-completion certificate by the University.

Article 47Upon winding up, international undergraduates in China who propose course make-up application within the prescribed period of schooling and achieve qualified performance and credits satisfactory to the graduation requirements will be allowed to graduate from the University and granted a graduation certificate. Those qualified in degree awarding will be granted a diploma. International postgraduates in China who are permitted by the defense committee to revise the thesis may apply for another defense to the University within the specified period of time. Those passing the defense will be permitted to graduate from the University and granted a graduation certificate. Those qualified in degree awarding will be granted a diploma. The time of graduation and degree awarding time as indicated in the graduation certificate and diploma are subject to the certificate issuance date.

Article 48Students who drop out of the University will be granted a certificate of attendance if they have studied for 1 year, or a certificate of study if they have studied less than 1 year.

Chapter VII Supplementary Provisions

Article 49This Method is interpreted by the International College. Matters uncovered herein shall be subject to relevant regulations for Chinese students.

Article 50For inconsistency between provisions on students granted Chinese Government Scholarship and these Measures, relevant regulations of the China Scholarship Council shall prevail.

Article 51Apart from Article 44 applicable to international students in China in 2019, other regulations herein shall take effect as of the issuance, and the Administrative Measures of Fujian Agriculture and Forestry University on International Students in China (trial) (M.N.L.D.W.S. [2017] No.2) shall be abolished simultaneously.
