Administrative Measures for Overseas Students’ Scholarships of Fujian Agricultural and Forestry University (revised in January 2020)


In order to further standardize the management, use and evaluation of all kinds of scholarships for overseas students in our school, improve the efficiency of the scholarship funds utilizing for overseas students in China, and develop the incentive function of scholarships in the education and training of foreign students, we especially formulated these measures according to the “School Enrollment and Training of Overseas Students Management Measures” (Ministry of Education No. 42 of 2017), "Higher Education Quality Standards for Overseas Students in China (Trial)" (Ministry of Education Jiaowai [2018] No. 50), "Notice on Improving the Chinese Government Scholarship Funding System and Raising Funding Standard "(Cai Jiao [2015] No. 1) and “Fujian Provincial Government Overseas Student Scholarship Program Implementation Measures (Trial) "(Minjiao Cooperation [2017] No. 23).


The overseas scholarship students (hereinafter referred to as "scholarship students") include Chinese government scholarship students (hereinafter referred to as "CSC scholarship students"), Fujian provincial government scholarship overseas students (hereinafter referred to as "FPG scholarship students") and Fujian Agriculture and Forestry University scholarship overseas students (hereinafter referred to as "FAFU scholarship students").


Chapter I Funding Standards


Article 1 For overseas students studying in our university, those who have CSC scholarship, FPG scholarship and FAFU scholarship, the contents of the funding include:

1Tuition: the tuition fees of scholarship students shall be borne by the corresponding scholarship funds.

2Cost of living: For FPG scholarship students and FAFU scholarship students: 1500 yuan / person / month for undergraduates and advanced students, 2000 yuan / person / month for master students, and 2500 yuan / person / month for doctoral students. For CSC scholarship students, the standard complies with "Notice on Improving the Chinese Government Scholarship Funding System and Raising Funding Standard "(Cai Jiao [2015] No. 1).

3Comprehensive medical insurance: The University purchases comprehensive medical insurance of 800 yuan / person per year for FPG scholarship students and FAFU scholarship students. The China Scholarship Council purchases comprehensive medical insurance for CSC scholarship students.

4Accommodation fee: The university provides apartments for overseas students in the school for all kinds of scholarship students, and the accommodation fee shall be borne by the corresponding scholarship funds. In principle, all kinds of scholarship students should live in the apartments. If they apply for accommodation outside the school for special reasons, they should go through the registration formalities according to the “Provisional Regulations of Fujian Agricultural and Forestry University on the Management of Students' Accommodation”. The FPG scholarship students and FAFU scholarship students shall pay accommodation expenses by themselves, and the CSC scholarship students have accommodation subsidies in accordance with the relevant clause of the Chinese government scholarship.

Article 2 the funding period for FPG scholarship students and FAFU scholarship students is 4 years for undergraduates, 3 years for master students and 4 years for doctoral students. For CSC scholarship students, the funding period shall be subject to the approval of the China Scholarship Council. If scholarship students fail to complete their studies within the funding period, the subsequent costs  shall be borne by themselves.


Chapter II Scholarship budget and quota allocation


Article 3 Office of International Cooperation and Exchange and the International College shall set the following year‘s budget for the scholarship (FAFU) for overseas students in accordance with the university's development plan for international students enrolment in China, which shall be submitted by Office of International Cooperation and Exchange to the university for examination and approval.


Article 4 Office of International Cooperation and Exchange and the International College shall formulate a preliminary allocation plan for the new FAFU scholarship students in the current year according to the amount of scholarships (FAFU) approved by the university, and issue the plan to each training college after it is submitted to and approved by the university, then adjust according to the actual enrolment situation.


Article 5 FPG scholarship students shall be selected from the overseas students (excluding the CSC scholarship students) admitted or studying according to the current year’s relevant notice of Fujian provincial government scholarship selection on an annual basis.. The CSC scholarship students of various independent recommendation projects shall be selected by the International College from the overseas students admitted in accordance with the relevant regulations of the China Scholarship Council in the current year. Students who have been selected as CSC scholarship or FPG scholarship students will no longer enjoy the relevant treatment of FAFU scholarship students.


Chapter III The Annual Review of Scholarships


Article 6 Scholarship students shall be evaluated once a year during their study in school. Self-paying students, students to be graduated and temporally/permanently leaving students in the current year are not included in the scope of annual review. The annual review of Chinese government scholarship students shall be carried out in accordance with the Administrative Measures of Chinese Government Scholarship Annual Review. This chapter is applicable to provincial scholarship and university scholarship students.


Article 7 Basic Contents of Annual Review:

1Compliance with Chinese laws and regulations;

2Compliance with school rules and disciplines;

3Learning attitude, class attendance and academic completion;

4The participation of volunteering services and student activities;

5Rewards and punishments of overseas students;

6Overseas students' attitude toward China and other situations.

Article 8 Annual Review Conclusions and Application

1Qualified

According to the requirements of the annual review contents, the scholarship students shall abide to the Chinese laws and regulations, and school rules and disciplines without any kinds of violations of laws and disciplines, shall have good learning attitude and performance, shall positively participate in all kinds of student activities organized by the school, shall not have improper words and deeds during the current annual review year.


Those who pass the annual review and are still in the scholarship funding period will continue to have scholarship in the next academic year.


2Basically qualified

Students gain a basic qualification for annual review if they meet the following circumstances:

A. The undergraduate overseas students are given a second-stage academic warning by the training college in the current annual review year;

B. Master and PhD program students who fail to pass any one course examination in the current annual review year;

C. Master and PhD program students get a "basically qualified" conclusion in the Mid-term Assessment;

D. Overseas student who violates the Student Management Regulations of Fujian Agricultural and Forestry University and is given a warning or serious warning in the current annual review year;

E. Overseas students who violate any kinds of regulations of our university and are criticized twice or more in circulated notice but fail to reach the punishment standard of the Student Management Regulations of Fujian Agricultural and Forestry University in the current annual review year;

Those who get a ‘basically qualified’ in annual review and have not used up the scholarship funding period, the tuition, accommodation and insurance fees will be subsidized, but the living allowance will be halved in the next academic year.


3Unqualified

A. The annual review shall be unqualified if students have the following circumstances, and the scholarship will be suspended (including tuition, accommodation, living allowance and insurance subsidies, the same below) for one year:

a. The undergraduate overseas students are given a first-stage academic warning or withdrawal advice by the training college in the current annual review year;

b. Master and PhD program students who fail to pass any two courses examinations in the current annual review year;

c. Overseas student who violates the Student Management Regulations of Fujian Agricultural and Forestry University and is given a demerit record or academic probation in the current annual review year;

d. Overseas students who have unfriendly words and deeds toward China and cause serious adverse effects.

The scholarship will be suspended from the beginning of the next academic year, but the punished students can apply for continuing study by self-paying and purchase overseas students comprehensive medical insurance in accordance with the relevant regulations. Before the expiration of the suspension period, the punished students may participate in the annual review of the current year after application. If the review conclusion is qualified, the scholarship can be resumed from the next academic year.


B. The annual review shall be unqualified if students have the following circumstances, and the scholarship will be stopped permanently:

a. Overseas student who violates the Student Management Regulations of Fujian Agricultural and Forestry University is expelled from the school;

b. Overseas students fail to pass the annual review twice accumulatively;

c. Overseas students reject to participate in the annual review without justifiable reasons;

d. Overseas students violate the relevant laws and regulations of China on entry and exit administration, illegally work, entry and stay in China, take in, hide and assisting other foreigners to avoid inspection.

e. Overseas students violate the laws and regulations of China in other situations and are not suitable to stay in China.

Once scholarship qualification is cancelled, the scholarship shall be stopped from the date of proclamation, and the scholarship qualification shall not be restored.


Article 9 Workflow of annual review:

1Scholarship students shall fill in the annual evaluation form of scholarship overseas students of Fujian Agricultural and Forestry University (hereinafter referred to as the "annual evaluation form") according to the time limit and requirements of the annual evaluation notice.

2Scholarship students shall take the annual evaluation form and transcript to the training college, and the supervisor shall fill in the annual evaluation comments and affix the official training college seal before submitting them to the International College.

3According to the daily management, the International College will determine the annual evaluation results and the scholarship treatment of scholarship students for the next academic year. The annual evaluation results will be published on the official website of the International College for 5 working days.


Chapter IV Payment ofscholarship students’ living expenses


Article 10 The tuition and accommodation fees of scholarship students shall be directly deducted from the special scholarship account. The insurance shall be paid by China Scholarship Council or the school to the insurance company to purchase the comprehensive medical insurance for overseas students, and shall not be distributed to the scholarship students themselves.


Article 11 the living expenses of scholarship students shall be paid by the school monthly. Scholarship students shall sign on the scholarship distribution form at the appointed time of each month. If they fail to sign it without any reason, the living expenses of that month will not be reissued.


Article 12 scholarship students shall register at the beginning of each semester on time. Students who fail to register at the school on time shall apply to student counselors for leave. For those who return to school for registration before the 15th day of the current month (including the 15th day), a full month's living expenses shall be paid. For those who return to school for registration after the 15th day of the current month, a half month's living expenses shall be paid. The registration time of the freshmen shall be subject to the admission notice. For the graduates, except for special regulations on Administration Measures on Chinese Government Scholarship, a half month's living expenses shall be paid after the date of graduation determined by the school.


Article 13 if the scholarship students ask for leave from China for more than 15 days due to personal reasons during the semester (excluding normal holidays), their living expenses shall be suspended on a daily basis during the period of leaving China. The living expenses of those who leave Fuzhou city without the approval of the school or leave Fuzhou city for more than the approved time shall be suspended on a daily basis. For scholarship students in suspension period, the living expenses shall be suspended.


Chapter V Supplementary provisions


Article 14 Paragraph (4) of Article 1 shall come into force from and after the 2020 class  overseas students. Other provisions shall come into force for all overseas students as of the date of announcement. The original Interim Administrative Measures for Overseas Students’ Scholarships of Fujian Agricultural and Forestry University (Foreign Affairs of FAFU [2016] No. 111) shall be repealed at the same time.


Article 15 Office of International Cooperation and Exchange and the International College shall be responsible for the interpretation of these measures.
